When exporting articles for translation users have the ability to specify file encoding.

Export File Settings

The selection here determines the following attributes in the .properties file in the resulting article zip:
CSVEncoding=UTF-8
DefaultHTMLEncoding=UTF-8
Resolution

This error occurs when the CSV file's encoding is different than the encoding specified for the article import .properties file's "CSVEncoding=" attribute.

Typically, the file encoding for the CSV and the .properties file's CSVEncoding attribute match, however when using Microsoft Excel to create or save a CSV file, its encoding is automatically set using machine-specific ANSI encoding which may no longer match the CSVEncoding selection.

Extract the article zip that's causing the error and locate the file with the .properties extension.  Change the CSVEncoding= to match the encoding of the CSV file based on the available values contained in the parenthesis for the Select File Encoding picklist pictured above.
