The AppExchange is a generally available feature and can be enabled by Salesforce Support upon request. Prior to contacting Support, take a look at the following Help article:
What is the AppExchange?
If you meet the requirements above, you can request that Salesforce Support enable it in your organization. Please contact Support by taking the following steps:
1. Have a System Administrator open a new case requesting "Appexchange Download" and "Appexchange Upload".
2. Include the Organization ID of the production or sandbox where you would like this enabled (Setup | Company Profile | Company Information).
3. Our Support team will review the request and take action accordingly.
