Error when Uploading Change Sets: The following outbound change set upload failed due to a system error

Description Upon uploading a Change Set, you might receive an email similar to this:

The following outbound change set upload failed due to a system error: 
Change set: ChangeSetName (ChangeSetID) 
Organization: OrganizationName (Sandbox Type) (OrganizationID) 
User:UserName (UserID) 
Error Number: xxxxxxx-xxxx (1360044547) OR Error Number: xxxxxxx-xxxx (392433713)
 
Please try to upload your change set again. If it does not succeed, contact Customer Support and provide the error number listed above. 

Note: The number in parenthesis will always be either (1360044547) or (392433713) for this particular issue.
Resolution
This error occurs when the change set includes a Profile that has access to a Custom App, but does not have access to all Tabs in that Custom App. To resolve the error, grant each Profile either "Default On" or "Default Off" access to all tabs included in the Custom App.
  1. Navigate to Setup | Manage Users | Profile and access the first Profile included in the change set. 
  2. Identify the custom Apps assigned to this profile.
    • From the standard user interface, view Custom App Settings.
    • From the Enhanced Profile User Interface, click Assigned Apps. 
  3. Navigate to Setup | Create | Apps to access each app.
  4. Identify the tabs included in each app.
  5. Return to the Profile and confirm that the it has either "Default On" or "Default Off" access to each tab.
These steps should be repeated for all Profiles included in the change set.
