How do I stop users from logging in if I need to do Administrative / Setup work?

If an administrator needs do some administrative work, but does not want users to login during this time, the best practice to "lockout" users is to place Login Hour restrictions at the profile level.
Users should NOT be deactivated as an alternative to the user of login hours.
