Why is the Time Zone picklist offset incorrect?

Resolution

When Daylight Savings Time (DST) is in effect, the time offset displayed in the Time Zone picklist field is incorrect.

For example, Eastern Standard Time has an offset of GMT-5.
On the other hand, Eastern Daylight Time has an offset of GMT-5 during winter months, but has an offset of GMT-4 when DST is in effect during the summer months.

Updating/Inserting/Exporting records via the Force.com API will update Date/Time fields based on the record owner's specified Time Zone, including the offset for DST. However, the displayed value in the Time Zone picklist field is static and does not change when DST goes into effect. This can be misleading because the Time Zone picklist field shows Eastern Daylight Time to have an offset of GMT-5, when in fact the offset is GMT-4 while DST is in effect.


In addition to this, if you are inserting records that have a Date field, they may display as the dateminus one day.
