Why is the Standard field "Call Type" un-editable and it has no picklist values?

Going to: Setup | App Setup | Activities | Task | Fields, there is a field called "Call Type".  When you try to edit this field, it is not possible.

Resolution

You are unable to update/edit "Call Type" since it is a field related to Salesforce CRM Call Center.

This Salesforce CRM Call Center can only be activated with a CTI integration.  To see if the CTI integration is setup for your customer got to Setup | Customize | Call Center | Softphone Layouts.
