Resolution The reason why you are getting the error:

"Sorry, your administrator has blocked access to this client."

This is because your System Administrator has set your Connect for Microsoft Outlook / Offline / Office access to "Off" for your Profile. Your System Administrator should set this to "On" in order for your profile to use the salesforce.com Clients.
