Cannot change the ownership of a record

A record has been assigned to the user but wants to change the ownership to some other user/queue but unable to do so due to receiving an insufficient privileges error message
|Resolution||Please check the below details to find out the reason behind the problem.
1) Make sure that the user's profile has the following rights to the concerned object:
3) If found, ask the user to contact his/her salesforce.com system administrator and deactivate the "Validation Rule" for some time and then try to transfer the case.
4) Please check if is there any Trigger written on the Contact object. If Found, ask the user to contact his/her salesforce.com system administrator and deactivate the trigger.
