Why is the Debug Log not visible for another Administrator?

Description A System Administrator (Admin User 1) creates a Debug Log using the following click path:

Your Name | Setup | Administration Setup | Monitoring | Debug Logs

or if you have the "Enable Improved Setup User Interface" checked:

Setup | Monitor | Logs | Debug Logs

The Monitored User list displays to the Requested By User (Admin User 1) as expected.
Resolution

Another System Administrator* (Admin User 2) logs in and follows the same click path, but does not see the Monitored User list. This is working as designed as they are not the Requested By User (Admin User 1).

The System Administrator (Admin User 1) can have the other System Administrator (Admin User 2) grant login access to Your Company's Administrator. At that point the Requested By User (Admin User 1) can see the Monitored User list as the other System Administrator (Admin User 2). This is also working as designed as the Requested By User is the one logging in through Login Access.

This is not true vice versa. Meaning; if the Requested By User (Admin User 1) grants access to Your Company's Administrator and the other System Administrator (Admin User 2) logs in as the Requested By User (Admin User 1), the Monitored User list is still not visible as they (Admin User 2) are not the Requested By User (Admin User 1). 

*This can be either a standard or custom System Administrator Profile.
