Why does the Case.Email_Thread merge field not work?

Description I have included the Case.Email_Thread merge field, in an email template, but it does not show the email thread from the case.

In order for the Case.Email_Thread to work, the case must have a contact and that contact must have been the sender or recipient on the emails.
