A community page cannot be published with an error "Oops, something went wrong; please refresh the page and try again"

|Description||When an organization is publishing a community portal using Force.com platform (Visualforce pages and Apex Classes), and there are inactive users in either standard or custom partner community profile which is a member of that community portal, it will come up with an error showing "Oops, something went wrong; please refresh the page and try again".|
|Resolution||Steps to perform to resolve this issue:
1. Reactivate the users in that partner community profile
2. Create another partner community profile with either active users or no users
3. Move the inactive users to a different partner community profile which is not a member of that particular partner community
