Unable to create External User for Communities

Knowledge Article Number 000193246

To allow an external user to access your Community, you must enable the external user’s Contact record as a Customer User or Partner User, depending on their license type. Take a look at our documentation on Creating Community Users

If you've gone through the instructions in the article above and still get the "Insufficient Privileges" error message when saving an external user Contact record (even if you own the Account and Contact records), you'll need a new Developer Edition (DE) Organization.

This is because your DE Organization was created using a non-standard Salesforce template that doesn't include the permission to create external users. We recommend you contact the Partner that you signed up through and have them create you a new DE organization with a standard template that includes these permissions.
