Unable to create External User for Communities

If you've gone through the instructions in the article above and still get the "Insufficient Privileges" error message when saving an external user Contact record (even if you own the Account and Contact records), you'll need a new Developer Edition (DE) Organization.
This is because your DE Organization was created using a non-standard Salesforce template that doesn't include the permission to create external users. We recommend you contact the Partner that you signed up through and have them create you a new DE organization with a standard template that includes these permissions.
