Getting "The data you were trying to access could not be found" error when submitting an email from "Answer Customer"

Description In an org where Case Feed is enabled, when user tries to send an email via "Answer Customer" menu from the left menu of case feed page, user can see the following error in a browser pop up alert.
 
"The data you were trying on access could not be found. It may be due to another user deleting the data or a system error. If you know the data is not deleted but cannot access it, please look at our ....."

When this happens, following errors will be recorded in Chrome Developer Console (F12).

Resolution This can happen when Email Deliverability setting is "No Access" or "System email only"
 
To resolve this issue, change the setting to "All email" from Setup | Email Administration | deliverability
