Where are these options located?
|Resolution||The Routing Type for the button or invitation must be selected as "Least Active" or "Most Available" for the options to appear as choices.

From Setup | Customize | Live Agent | Live Agent Sessions | Chat Buttons & Invitations, click Edit next to the chat button. Options are located in 'Routing Information' section.
