Resolution
Want to create a report that lists all parent goals along with their child goals? Check out this screen cast and the steps outlined below:
 
  1. Create a new report type (Setup | Build | Create | Report Types) and select 'Goals' as the primary object
  2. On step two of the create report type wizard select Linked Goals (by Source) as your B object and choose "A" records may or may not have related "B" records
  3. Save the report and jump into the Reports tab. Create a new report by selecting the report type you just created. The default report will contain two columns with child goals on the left column and their corresponding parent goals on the right.
  4. You can 'group by' the right column and get a list of child goals for each parent goal
 
Note: It will show goals one level down, but not all the descendants that rollup to a parent goal
