Unable to change icon in action

|Description||In order to add or change an Icon within an Action, we can click on "Change icon" link on the Edit Action screen. Sometimes we may observe that the icon we want to select is not available in the search results even if it saved in the Documents tab or any other folder.
This may happen due to the following reasons:
1. The icon is not saved as an Image within Static Resources. If so, we can add the same by following the steps mentioned below:
2. The cache control should always be 'Public' to ensure that it is visible while selecting the same for an icon
NOTE: Make sure the custom images used for action icons must be less than 1 MB in size otherwise it may throw an error.
