What makes Content Filters display different options for different users ?

|Resolution||Here is how items are "selected" for display in a users' Content home page "Filter Your Results" column.
File format, featured content, author, tag, libraries, language, custom field, or Chatter group (if available) are the fields displayed as filters.
Fields, including custom Content fields, only show up as filters if they're populated with data on a piece of Content AND you are a member of a library that has Content with that custom field populated.
If a field is empty in the items within your libraries, it will not show up as a filter option.
