Why is my user not receiving password reset emails, even after changing their email address?

Knowledge Article Number 000199303
Description User is not receiving the password reset email when their password is reset. If the administrator changes the user's email address on their profile, they still do not receive that password reset email.
Resolution First go to Setup | Email Administration | Deliverability and make sure the Access level is set to All email. If it is set to No Access, the user will not receive the password reset emails.
