Why do my Duplicate Rules not run when converting Leads?

If your organization has the “Require Validation for Converted Leads” permission and a user converts a lead to a new or existing contact or account, the duplicate rule will always block the save, regardless of the action specified in the duplicate rule. The user will see an alert message but not a list of duplicates.
If your organization does not have the “Require Validation for Converted Leads” setting enabled, duplicate rules do not run. The user will be allowed to save the record without seeing an alert or list of duplicates.
For all organizations running duplicate rules on leads, the associated matching rule does not compare converted leads; therefore, converted leads will never be returned as possible duplicates for leads.

To enable or disable this feature please use the following path in your organization:

Setup | Customize | Leads | Leads Settings | Edit | Check or Uncheck "Require Validation for Converted Leads" | Click Save

Note: If “Require Validation for Converted Leads” is disabled, triggers and validation rules will also be bypassed upon lead conversion
