Why I can not see Chatter Messenger for my organization with all supported browsers?

Description

My company's chat messenger no longer appears even though it is enabled. How can I resolve this?
 

Resolution

When the organization-wide default for the user object is set to Private, User Sharing does not fully support these features. Therefore, organization needs to set OWD for user object to Public Read only. 

Chatter Messenger is not available for external users. It is available for internal users only when the organization-wide default for the user object is set to Public Read Only.
