Case Comments not being sent to Case owner

Description Case Owners are not getting the new Case Comment notification (email) when they leave a new Comment on their Case. "Notify Case Owner of New Case Comments" on Support Settings is set to true. 
Resolution Case Owners will not receive Case Comment notifications when they are leaving Case Comments on Cases they own. Since they are leaving the Comment on the Case, they already know what they entered, so there is no need to notify them via email.
