Duplicate Rules are ignored when converting a Lead to an existing Account

Description Starting with Spring '15, you may notice that Duplicate Rules are ignored when converting a Lead to an existing Account

Steps to Reproduce:
1. Open a duplicate Account
2. Click Edit and Save without making any changes. 

In Spring '15 save is successful. In Winter '15 duplicate error is returned. 

3. Click Edit again on the duplicate Account. 
4. Make an Edit and click Save. 

In both Spring '15 and Winter '15, duplicate error is returned because we are editing a field that is included in the duplicate matching rule. 

5. Open the test lead. 
6. Click on convert and select "Attach to existing Account". 
7. Try to convert the lead. 

In Spring '15 conversion is successful. In Winter '15 duplicate error is returned.
Resolution This is working as designed in Spring '15 due to intentional change.
