Employee Community License cannot add attachment to Case record

Description Can Employee Community Users add attachment? Why is the Attach File button missing from a Case record the Employee Community User owns? 
Resolution Users can add attachments to records they can View and Edit. Employee Community Users cannot have Edit access to Cases via their Profile, therefore, they can view Attachments, but cannot add Attachments to Case records. They can add Attachments to objects they have Read and Edit access to via their Profile.
