Salesforce1 - Navigation Menu different from the organization setting

If you go to Setup>Mobile Administration>Mobile Navigation, you can see that the navigation menu has been configured to include only few items like People, Groups.

Despite this configuration, some users are able to see more items under their Navigation Menu in Salesforce1.

The issue is occurring because ALL the tabs that have been configured to show up in the Navigation Menu is set as Hidden for these users. Since there are no other items configured under the Navigation menu as per the organization setting, the user is taken to the default navigation menu which includes all the objects which the user has access to. 

Resolution for this issue would be to change the particular tab setting from "Tab Hidden" to "Default On"/"Default Off" for the profile of the affected users.
