Cannot deploy change set with actions using Send Email for the Case object

Description Upon validating/deploying a change set that contains an action using Send Email for the case object, it fails with an error of:  targetObject - no CustomObject named EmailMessage found
Resolution To resolve this error, enable Email-to-Case in the target org and then attempt to deploy the change set.
