Welcome Email updates do not publish

Description
When a user updates an email for a Triggered Send, the changes are not picked up automatically by the Triggered Send. As a result, when the event triggers the Send, the old email still goes out.  When welcome emails are modified, the Triggered Send changes are not published, and restarting by the UI wizard may not result in a publish event.  The user doesn't have any way through the UI to access the "Welcome" email Triggered Send directly to pause, publish and restart it.
Resolution

Changes to the email are not detected automatically, and the changes are not associated with the Triggered Send, even though the UI the displays the changes. In order to gain this functionality, three API calls can be fired to pause, publish, and restart the Triggered Send.  This will result in a new job ID being created for the Send, resulting in the changes showing up in newly triggered email events.
