Why does a Workflow still fire that is part of an expired managed package?

Package license expiration does not make workflow rules inactive in a subscriber org.
The license controls subscribers' usage of the package (e.g. accessing data, creating new records, etc.), but it does not interact with package metadata.
Both the developer and subscriber can edit workflow rules to make them inactive or active as needed.
