Permission Set for Data Category does not grant access to Community User

|Description||When assigning Data Categories to a User for visibility in a Koa or Kokua Community, the User does not see them when logging in to the Community.|
|Resolution||This is by design for the Koa and Kokua templates.
Profiles with data category access to only specific child categories, will not grant access.
With Koa and Kokua, users need to have 'All' access to the top-level data category for it to work.
