User Profiles Available Without Chatter in Lightning Experience and Salesforce1 Mobile Browser App

Description Why is that users are able to edit and upload photo on their profile even when chatter is disabled?
Resolution In organizations using Lightning Experience or Salesforce1 Mobile Browser App, all users can see and edit their profiles and upload a photo even if Chatter is disabled.  On a profile, you see contact information for the user but don’t see the feed, files, groups, or anything other Chatter functionality.
