LiveAgent visitor pop up window seems to hang after a visitor initiates a chat

Description After visitor initiates chat a pop up window opens with garbled text and seems to hang. To further verify the issue please open the custom chat window Visualforce page used for LiveAgent to see if you are linking to Salesforce cascading style sheet (CSS). You should see a line similar to this in your custom Visualforce file for LiveAgent :

<link class="user" href="" rel="stylesheet" type="text/css" />
Resolution Linking to saleforce CSS is not recommended, here is the article with  detail:
Please upload the two CSS file (inc_window.css, standard.css ) attached to this KB and add it as a static resource to your org. Then replace the link to CSS file with the static resource for example change these line: 

<link class="user" href="" rel="stylesheet" type="text/css" />
<link class="user" href="" rel="stylesheet" type="text/css" />

To this:
<apex:stylesheet value="{!URLFOR($Resource.style_resources, 'standard')}"/>
<apex:stylesheet value="{!URLFOR($Resource.style_resources, ' inc_window ')}"/>

This should resolve the issue, if not then CSS linking was not the root cause, however it is still highly recommended that you use CSS files as a static resource instead of linking it because Salesforce CSS files are not versioned and can be changed anytime without any prior notification
