Cannot enable Enterprise Territory Management - Clicking "enable" only returns users to enable screen

|Description||Sometimes, when clicking "Enable" for Territory Management 2.0, nothing happens and users remain on the enable screen:
|Resolution||This is most likely due to an invalid State or Country Code as part of State and Country Picklists.
1. Disable State and Country Picklists.
2. Enable Territory Management 2.0 in Setup under Manage Territories > Settings > Enable.
3. Once enablement is complete, go through the steps to enable State and Country Picklists again under Data Management > State and Country Picklists, this time correcting any invalid values that appear.
