apex:EmailPublisher not rendering since Sandbox refresh

Description Since refreshing an Sandbox organization the <apex:EmailPublisher> refuses to load or render in the Case Feed enabled Case record. We see a blank space where it would have been previously. 
Resolution Since Spring '16 release the EmailPublisher tag will only render if Sending Email is enabled for the organization. 

By default all new Sandbox refreshes will set "Access to Send Email" Access Level to "System email only". 

Administrators can change this from Setup > Email Administration > Deliverability 
  • Select Access Level picklist
  • Change the value to "All Email" and click Save. 
This will cause the apex:EmailPublisher to render properly again.
