Not able to associate a Lead to an existing Contact during Lead Conversion

Description When you convert a Lead and associate it to an existing Account, if there is an existing Contact (and you have read access to the record), the next page should prompt you to attach to the existing Contact record. However, even if there is a duplicate and you do have read access to it, you are not seeing the option to associate it to an existing Contact. 
Resolution This will occur if you have any active Contact Duplicate Rules (under Duplicate Management in Setup). If it is active and you want to keep it active, you should adjust your Matching Rule criteria. You could use something similar to this: 
((Contact: FirstNameEXACTMatchBlank = FALSE) OR (Contact: LastNameEXACTMatchBlank = FALSE))
