Why am I receiving an "NO_ACCESS: Unable to find a user" error when trying to access Checkout?

|Description||When trying to access Checkout some customer may observe an error message below
"We can't log you in because of the following error. For more information, contact your Salesforce administrator. NO_ACCESS: Unable to find a user. "
|Resolution||This usually happens when the end user's profile is missing the "Manage Billing" permission. To resolve the issue please make sure that the appropriate profile assigned to the end user must have this permission which should resolve the issue.|
