Email Alerts triggered from Order Products do not populate "Order" merge fields.

Description Email Alerts (for Workflow and Process Builder) can be defined on the "Order Product" object. 

When the email alert is triggered, any "Order" merge fields in the email template (i.e. {!Order.Name}, {!Order.OrderNumber}, etc.) will not be populated.

Resolution This is currently a known limitation with the Orders feature. Enhancement to this functionality will be considered for a future release.

To work around this in the meantime, create Formula Fields on "Order Product" to pull down the desired data from the parent Order, and use those formula fields in the Email Template.
