No Help Text Bubble appears when viewing an Article

Description When viewing an article as external users may view it (either by clicking it's public link or previewing), any Help Text Bubbles created will not appear. This is expected behavior.
Resolution The Help Text Bubbles that admins can create on fields are intended for guidance for internal users. If a user is viewing a public article that cannot be edited in its current view-state, it is expected that there would be no Help Text.

However, if the internal user has the appropriate edit rights, going to the Article Management Tab (rather than the Articles Tab) and pulling up the same article without clicking "edit" would bring up the Help Text Bubbles for guidance.
