Chatter Mute Enabled for all Orgs in Summer '16

|Description||As of the Summer '16 release, Chatter Mute is now enabled for all orgs (this feature is available in Salesforce Classic only).
Previously this feature was only available in new orgs and some existing orgs, or specifically by request.
