Users are directed to Home page when they click on Manage in Communities

Description When you go to Setup | Customize | Communities | All Communities and click on the Manage action link, instead of seeing the Community Management page where you can setup the Community, you will be directed to your Home page.
Resolution This may happen when the Organization no longer have any Community Licenses available. That means there is Zero Total Licenses when you check under:

Setup | Company Profile | Company Information | User Licenses:
You will then have to reach out to your Account Executive to purchase a Community License.
