User custom fields not visible in community for users with "Delegated External User Administrator" permission enabled in the profile.

Description A community user has the permission "Delegated External User Administrator" enabled on the profile but he/she is still not able to see the user custom fields when logged into the community. 
The custom fields are visible when viewing the user with a system administrator in the organization but not when logged in the community with the community user.
Resolution This is the expected behavior. User custom fields are not visible in the community even if the community user has been granted the permission "Delegated External User Administrator".
