|Resolution||At this point, this is working as designed.
If there are custom picklist fields across 14 or more objects utilizing the Global Picklist value that you are trying to delete, this exception will be thrown.
Workaround: Delete some custom fields that are referencing the Global Picklist until your total object reference is at 13 or fewer in the 'Fields Where Used' of the Global Picklist within Setup.
