Unable to enable Work Orders (button is non-responsive)

Description When trying to enable work orders the button does not respond and no errors are present in the UI. Refreshing the page shows that the orders have not been enabled.
Resolution This has been linked to there being invalid data within the customers organization related to the state and country picklist feature. To resolve it they can perform the following actions:

1) Get the customer to go to the following page and run the scan in step 5: https://<instance> 
2) Once completed, go to the following URL and fix all invalid data: https://<instance>
3) Once this page is empty, proceed with enabling Work Orders.
