Unable to enable Work Orders (button is non-responsive)

|Description||When trying to enable work orders the button does not respond and no errors are present in the UI. Refreshing the page shows that the orders have not been enabled.|
|Resolution||This has been linked to there being invalid data within the customers organization related to the state and country picklist feature. To resolve it they can perform the following actions:
1) Get the customer to go to the following page and run the scan in step 5: https://<instance>.salesforce.com/i18n/AddressCleanerOverview.apexp
2) Once completed, go to the following URL and fix all invalid data: https://<instance>.salesforce.com/i18n/AddressCleanerConvertCountries.apexp?setupid=AddressCleanerOverview
3) Once this page is empty, proceed with enabling Work Orders.
