Permission Required to Execute Salesforce Apex Code

Description
If users do not have the correct permission to execute Apex code using a SOAP API call exposed in the Apex WSDL, the following error may occur:
 
"You don't have permission to execute Apex."
Résolution
Users must have the 'Author Apex' Salesforce permission to be able to execute Apex code using the executeAnonymous() API call or any other SOAP API call exposed in the Apex WSDL. Users who wish to have this permission added should contact their system administrator.
