An update to how images are added to communities using Asset Files occurred during the Spring '17 release. Now when you upload an image to change the background or logo, these pictures are added as Asset Files, which can then be reused throughout the community.
For unauthenticated visitors to view the newly published images, we need to open public access to these files. Please do the following to resolve this issue:
