User is able to inline edit records despite the feature disabled from setup

Feature is disabled. If you go to Setup | User Interface | User Interface | Enable Inline Editing setting is not selected.

The edit icon (pencil icon) is no longer showing up on any record when users are in Classic interface. But when they switch to Lightning Experience, they can see the icon and are able to inline edit the record.
Решение

Contact Salesforce Support to disable the feature in Lightning.

Note: Disabling this permission also unexpectedly disables other instances of inline-editing such as:

- Adding new Products on Opportunity and Orders
- Adding new Team Members on Accounts 

Consideration: If the changes do not appear or only appear partially, navigate to the respective object record, select Setup → Edit Page, and then click Save. This ensures the updates are properly applied. You may need to repeat this step for all objects where the changes are not reflected.
