A user encounters a login failure regardless of the fact that the correct username and password is used. No record of the failure is added to the Login History on the user record.
When testing login using an alternate browser such as Mozilla FireFox the login attempt is successful.
When no record of the login failure is added to the user's Login History, this indicates that there is a special character or characters added to the username. An administrator can confirm this by opening the user record detail page in Google Chrome. From here, they can right click on their mouse and select the option to inspect the element. If characters other than the username are visible in the selector, you will need to update username to exclude the characters and then save the user record again.
