Partners are entitled to a Partner Business Organization with 2 free licenses as part of their partner benefits if all necessary requirements are met. If requirements are not met you may be eligible for a Trial PBO.
Partners signing up to Partner Community can create a Trial PBO (Partner Business Org) by clicking on Get a Salesforce Username. A Trial PBO is a temporary Partner Community account provided to new or prospective partners to explore the platform’s features, tools (like Environment Hub, LMA, COA, etc.), and resources. It allows partners to familiarize themselves with the functionality of the Partner Community.
The status of the Trial PBO will be "Trial" and can be verified from the Company Information page of the org. If the expiration date of the Trial PBO is approaching, the partner must request a trial extension to prevent the org from being placed on Hold and eventually purged.
Partners can create Trial PBO via this link, if they don't already have one. If they have issues creating a Trial PBO, they can log a case to request one. Follow the same steps listed under "How to request a PBO benefit?" and ensure to mention "Trial PBO" in the Subject field.
Partner Business Orgs are a benefit of the AppExchange ISV, Consulting, Cloud Reseller, Managed Service Provider (MSP) Partner Programs. Please see applicable program benefit pages for eligibility criteria.
If the partner does not meet the requirements or received a rejection for an active PBO, they can still use a Trial PBO.

Please be advised that the PBO is a commercial production environment, and anything beyond the partner benefit must be purchased as a customer. This is outlined in this article: https://help.salesforce.com/s/articleView?id=000356577&type=1.
Therefore, any additional licenses of any type should be requested through your direct Account Executive or via the org using the Checkout feature. Please note that the self-service Checkout app in a Partner Business Org is enabled, but it may not work for purchasing licenses on your first add-on order.
Once an Account Executive converts a new business quote to the org for a paid request, the Checkout app will become functional thereafter.
