Enabling a Contact as a new Customer Portal User results to the error message below.

License Limit Exceeded
All of your user licenses are currently in use by active users

Ratkaisu

This is due to the existing portal users still being assigned to the disabled old community licenses, examples are Gold Partner, Overage Authenticated Website and Overage High Volume Customer Portal, resulting to limit exception or a negative count on the existing licenses.
 

Reassign or migrate existing portal users to new community licenses

  1. Mass deactivate Users assigned to the profiles that uses the old licenses and have them assigned to the profile assigned with the new community license.
  2. Manually change each of your Users profile with the profile using the new license. 
Note: This workaround is only applicable on a small group of affected users since this will be a direct migration from one profile to another. This does not require deactivating your User.
