When an administrator attempts to enable a Contact as a new Customer Portal User (now known as Experience Cloud user), the error 'License Limit Exceeded — All of your user licenses are currently in use by active users' may appear. This typically occurs when existing portal users are still assigned to disabled legacy licenses such as Gold Partner, Overage Authenticated Website, or Overage High Volume Customer Portal, causing a negative count on the available licenses.
This is due to the existing portal users still being assigned to the disabled old community licenses, examples are Gold Partner, Overage Authenticated Website and Overage High Volume Customer Portal, resulting to limit exception or a negative count on the existing licenses.
To resolve this issue, reassign or migrate the existing portal users from the old legacy licenses to the new community/Experience Cloud licenses using one of the following methods:
