Messaging considerations will differ by geography and carrier, and need to be considered for where you are to utilize business messaging.  Following are some highlights specific to this country.

Brazil has strict guidelines prohibiting business messaging on long codes, and carriers have extensive filtering in place that will block or not support international messaging.  Salesforce will only offer messaging over short codes (not currently available).

Campaign messaging content also has restrictions.  

Considerations and Best Practices:  

  • Consent – Outbound messaging should only occur with prior opt-in consent from each message recipient (account owner) 
  • Keywords – Campaigns should support keywords HELP (support) and STOP (opt-out/unsubscribe) at low or no cost, and in recipients’ local language
  • Hours – Campaign messages cannot be sent between the hours of 09:00 and 21:00 local time (to be adhered to in all three time zones)
  • Registries – Should not be contacted if they are on the do-not-call or do-not-disturb registries
  • Content - Strictly prohibited adult/alcohol-related, political, contests, gambling, and promoting telecommunication services

Ordering / Pre-Registration and Other Information

  • Registration Information – Provide traffic estimation, sample messaging and traffic type (marketing or transactional)
  • Character Support – Both Unicode and binary messages are not supported
  • Mobile Numbering Plan Limitations - Due to limitations in the mobile numbering plan, many landlines numbers are being converted to mobile numbers (number porting). Number portability is not real-time (once monthly), impacting message delivery.
  • MT Messaging - Messaging in Brazil should be directly to +55 (dial-in code) mobile subscribers; dial-in codes +25 and +26 are considered reserved
Salesforce recommends that customers familiarize themselves with the legislation of the target market to ensure compliance with all applicable laws.

The legal regulatory body governing telecommunication systems in this country may fall under Agencia Nacional de Telecomunicacoes (ANATEL), Brazilian Federal Constitution, Code of Consumer Protection and Ministério da Ciência, Tecnologia, Inovações e Comunicações.  Failure to comply may result in actions taken by the governing body (e.g. warnings, fines and account suspension).
