Messaging considerations will differ by geography and carrier, and need to be considered for where you are to utilize business messaging.  Following are some highlights specific to this country.

Many carriers are filtering non-local numeric Sender IDs.  

Belgacom does not fully support Unicode; only supporting HP Roman 8 character-set so some special characters such as € will not display properly. 

Alphanumeric Sender IDs are currently not supported by Digital Engagement at this time, and also not supported by Belgacom.

Considerations and Best Practices:  

  • Consent – Outbound messaging should only occur with prior opt-in consent from each message recipient (account owner) 
  • Keywords – Campaigns should support keywords HELP (support) and STOP (opt-out/unsubscribe) at low or no cost, and in recipients’ local language
  • Hours – Commercial SMS messages sent during a recipients’ daytime hours unless urgent
  • Registries – Should not be contacted if they are on the do-not-call or do-not-disturb registries

Ordering / Pre-Registration and Other Information

  • Registration Information – A service description and a expected MO/MT ratio
  • Campaign Use – MT Campaigns (without MO's) using the A2P long codes as sender ID are not allowed and may lead to service suspension

Salesforce recommends that customers familiarize themselves with the legislation of the target market to ensure compliance with all applicable laws.

The legal regulatory body governing telecommunication systems in this country may fall under Belgian Act on Data Protection, EU General Data Protection Regulation and  Belgian Institute for Postal services and Telecommunications (BIPT).  Failure to comply may result in actions taken by the governing body (e.g. warnings, fines and account suspension).

To ensure compliant SMS messaging in Belgium:

(1) Obtain prior opt-in consent before sending outbound messages.

(2) Support HELP and STOP keywords in the recipient's local language.

(3) Send commercial SMS only during daytime hours.

(4) Do not message recipients on do-not-call/do-not-disturb registries.

(5) Complete the required PDF registration form before provisioning numbers.

(6) Note that Belgacom has limited Unicode support — avoid special characters like €.

(7) MT Campaigns using A2P long codes without MO are not allowed and may result in service suspension.
